I consider someone a pro when they have:
- a good amount of experience, not just 2 to 3 years, I'm talking 10+.
- someone who is involved in the industry and keeps updated and also is very well known among artists/designers.
- someone that really has a meaning/message in their work. Some artists, when you look at their work, by just looking you can feel and tell.
- and last, I don't agree that this person has to get paid to be considered a pro, they are many pros that I have met/run into that do what they do just as a hobby, and their work is just as good, if not better than the guy getting paid.
Pros are actually very hard to find, however, these days the word pro is really losing it's value, but portfolios and your work don't lie
